[Wine] ERROR: You do not have permission to write to C:\

I am opening a zipped Windows installer for an IDE for a Texas Instruments microcontroller.  I set the installation folder to be C:\Program Files\TexasInstruments but I get an error message saying that I don't have permission to write to the folder. The permission setting is set to full access to the folder, so I don't understand what the problem is. Thank you in advance for your help.  It will be greatly appreciated.
