You're the second Kubuntu user to report that the browse C: menu link doesn't work. Plain Wine doesn't add any links for itself to your menus. Links for browsing drive C:, configure Wine, etc. are added by your distro to its packages. If they're not working, you need to file a bug with Ubuntu.
