hey -- to anyone who also experiences this problem - i figured out the solution!

for some reason -- whenever "full screen effects" are enabled, it adds an effect to the water that apparently doesn't work too well on my computer.
once the "full screen effects" is disabled, this problem no longer occurs.

note -- you can still run the game full screen, you just have to click on the "options" menu in game :)
