Go to System > Preferences > Network proxy. You can set up a proxy there (an inbetween connection of your PC to another server) so websites that inexplicably do not work where you live should start working. As for finding a (HTTP) proxy server to use, that's up to you. As for where you can discuss this stuff, try Ubuntu Forums. ;)
