Hello,

I have the same problem in Civ III Complete (Steam version): the menu screen is truncated after the intro video was played.
I'm using a Nvidia card with the proprietary driver 270.30

This is caused by a regression, I posted the result of regression testing here:

As a workaround, disable the intro movie by adding PlayIntro=0 to the game's configuration file.
