Never ever run Wine as a root! http://wiki.winehq.org/FAQ#run_as_root
Login as regular user and reinstall Steam under that user. There are no reasons to use root on *NIX except to administer system (change system config, install/upgrade programs).

If it still doesn't work as regular user, make sure you have latest Wine version (wine-1.3.18) or at least wine-1.3.17. Then that you have wine_gecko installed (command 'wine iexplore http://winehq.org' opens Wine's home page).

If all fails, you can start steam in silent mode with 'wine steam -silent'.
