[Wine] how can i use all prefix?

default, wine does not allow files owned by user X, to be executed by a user Y or Z.

How to make wine just to read and write access without paying attention to the owner?

Google, have created a picassa deb package full working, integrate wine, and run picassa for all users without the usually "wine [...] is not owned by you", i want reproduce the same attitude, for my software ! :)
