The Microsoft End User License Agreement states that you must have a 
current, in-force Windows license for each installation of .NET 1.1, 
.NET 2.0 and other programs.  Some versions of the EULA require that you 
install the program/service on nothing other than 'Genuine Windows'.  I 
would suggest if you need any further assistance to contact a Copyright 
Lawyer in your Country and to see if there has been case law against the 
EULA (the E.U. refuses to enforce the portion about "Genuine Windows" 
where US Federal Case Law has been in the opposite direction.)
If you have a legally registered copy of Windows, you should be OK. If 
you don't, you just might be in trouble.  Again, consult legal counsel 
before proceeding if you feel that is prudent (like you are going to 
install .NET 1.1 on a bunch of computers in your company.)
