theunknown_  Tunngle will be dead on arrival.    Wine does not have its own networking stack.

VPN programs have to be done naively under Linux.  There is no way for wine to support this since network alterations are above what a general user should be doing.

So you will have to ask for Tunngle to be ported.   Yes its a windows only network completely excluding OS X and Linux.   Wine does not help you here.
