You can do this one of two ways:

1.  Use winetricks to install .NET 2.0
2.  Use winetricks to install Mono (preferred.)

It looks like you are trying to install .NET 2.0 from either the 
Microsoft re-distributable or a program.  Install .NET or Mono FIRST and 
then install the program that requires it.
