You would need to compile Wine first (that download is source code)

AFAIK, compiling all of Wine is not currently possible on Windows, but
it possible to build parts of it..

Other parts might need Cygwin.... (With some patience you might be
able to get small parts to build under VC++ as well, but don't baragin
on it...)

The real question is: Why?
