You can approach this in two directions:

1. Install Microsoft .NET 1.1, 2.0, or 3.0 (3.5 may or may not be 
installable now in Wine.)
2. Install Mono for Windows.

Then you can try installing and running your .NET programs.

As far as I know .NET program building is possible but difficult under Wine.
