Try this (tested, saved as xtest and made executable):

y=$(echo "$1" | sed -e 's/\?/\\?/')
echo "y=$y"

$ xtest foo?

so the following should work too:

y=$(echo "$1" | sed -e 's/\?/\\?/')
cd "$y"
wine cmd.exe bar.mpg
