Thanks John, it extracted grate with Winrar on Windows.  

On Linux I only became the following message

root at joe-Aspire-one:/home/joe/Downloads# tar xjf attachment.bin 
bzip2: (stdin) is not a bzip2 file.
tar: Child returned status 2
tar: Error is not recoverable: exiting now
