FWIW, I just installed wine into my Ubuntu 10.04 box. The package manager says 1.3 is the latest, but when I execute

wine --version

 the system responds

wine 1.4

 I can't say if this solves your problem or not. Personally, I find it obnoxious that program version levels cannot be more consistent, but it is possible that Ubuntu really does give you the latest stable version. YMMV
