WineConf Proposal for Tokyo 2020

A bit early for skiing on Mount Fuji (typically mid December through mid
March) but otherwise sounds good to me.  I should start learning how to say
"I'm a clueless tourist" in Japanese.

Japan's power plugs are similar to USA plugs but with a lower voltage so
it's like a continuous brown-out.
