You forgot the essential part of information - the error code which is
displayed in dialog box :-)

Louis Lenders posted it for me to wine-patches but it is ignored for unknown
reason.
I stated here (comment #24, part of patch in comment #29) and in other bug
reports (like http://bugs.winehq.org/show_bug.cgi?id=10039) that this registry
key is essential and needed to pass a specific SecuRom check but well ... 

For me it's not a problem because I always build from source and just apply my
own collection of private patches/hacks.

All you can do is to complain in mailing lists as users like "patch xxx posted
on wine-patches works for me - why does it not make into official tree".
Though there are only very few who can judge this stuff ;-)
