I get this too (latest wine from Git, gentoo x86_64).  This may be related or
not, but top shows, at least in my case, that Steam.exe spikes to 20%
processor, causing wineserver to jump to 80% processor (both normally sit
around 5%).  This is the source of the lag I experience, renicing doesn't help.
 When I kill Steam, TF2 returns to full speed full framerate no lag, for a
while, before it realizes that Steam is gone and it quits.
