Well, yes - what I meant is that the key at 
HKLM\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\IniFileMapping\control.ini 
maps any requests for control.ini, section [mmcpl] to HKCU\Control 
Panel\MMCPL.
