[OLE #2] Provide Reference Implementation of DllCanUnloadNow

Hi,

This DLL now shows the proper way of mainting the ref count, utilising 
both heap and non-heap objects in a number of different files. James, if 
other DLLs are as messy as this one, then good luck!
Compile tested only.

Changelog:
Clean up devenum and properly implement DllCanUnloadNow ref counting.
