Fix clock.exe not having the same time in analog and digital modes

This fixes our clock.exe not showing the same time in analog and digital
modes (except for people where tz == UTC).

Changelog:
Use GetLocalTime (tz-dependant) instead of GetSystemTime (UTC) in
GetTimeFormat.
