[Resend] wineloader: call wineprefixcreate with explicit WINEPREFIX

This allows you do "export WINEPREFIX=~/.wine-zzz; ./wine regedit",
and automatically generate ~/.wine-zzz. You used to have to call
wineprefixcreate yourself, with correct parameters.

I added a fix from Tobias Burnus, regarding "" around $WINEPREFIX.

This was also set about a week ago
