[winetest 2/2][winetest/main.c] Skip tests for which the dll is missing

Hi,

Should be applied after the [TOOLS] one. If not we will have some temporary
strange looking reports (which isn't a real issue but still).

This patch makes sure we skip tests where we were not able to load the main dll.
If/when this patch is committed we have to start looking at all the tests where
we currently also check for the existence of the dll as that's not needed
anymore (for some) and cut down on the code.
