shell32: remove DISCARDABLE from STRINGTABLE resources

  wrc --verify-translation complains that stringtable #1 have the 
DISCARDABLE attribute for some languages but not for others. As AFAIK 
this flag is ignored on Win32, I wrote a small script to remove them.
