wininet: Don't adjust the use counts in RetrieveUrlCacheEntryFile until the function will succeed

Alexandre, you stated that the source corrupt files needs to be
investigated further, and I agree, but I thought I'd send one of these
patches alone since: a) it's one source of bad information in the
index.dat files, and b) I hope that it falls into the "obviously
correct" category.  It's been held up before by being behind other,
incorrect or less obviously correct patches, but doesn't depend on
them.
