Edit ~/.wine/config and change

"Profile" = "c:\\windows\\Profiles\\Administrator"

to

"Profile" = "c:\\windows" (assuming C:\Windows is where Windows is 
installed)

If you are not running Windows NT it is not likely that you will be using 
profiles and thus the whole "profiles" subdirectory structure won't exist.  
All of your Windows user settings will be in your windows folder
