Even when the CPU is not fully used, one thread might be, causing a bottleneck.
Performance is difficult to pin down, I guess. Depending on how good your
computer skills are, you could try creating a D3D apitrace and an OpenGL
apitrace and see how they compare. Directly rending the OpenGL version should
be faster, since no translation is needed.
