I've rolled up the workaround script from A.F. into winetricks.
You can now run this app easily if you do
  rm -rf .wine
  wget kegel.com/wine/winetricks
  sh winetricks dotnet11

That's a workaround, not a fix... we can't close this bug until
MsiPublishAssemblies is working.
