Not necessarily. Menus are built one at a time, as created by the application.
If there's 2 menus then it's likely winemenubuilder got called twice with
different cases, and the case insensitivity problem is elsewhere.

Is there a demo with the problem? If not, please uninstall, and then attach
installation logs with WINEDEBUG="+menubuilder".
