It shouldn't actually fail on it. Just tried to create doc with
CLSID_DOMDocument30 and it works fine as expected.

Thomas, it could be a broken wineprefix or some misconfiguration. Try again
with clean .wine, if still fails - retry with clean .wine and msxml3 set to
builtin only.
