Hans, you are highlighting a completely different problem, e.g.
System.EnterpriseServices.Thunk.dll (native thunks, registration helper) not
being installed into native images GAC (c:\windows\assembly\GAC\...), resulting
in that obscure failure.
This bug should be about fusion insufficiency.
