Indeed, with the newly attached patch the problem seems to go away. 
As a consequence of the patch, brightness control became ineffective in the
game's option menu. 

Here's how the attached log was created:
I also added -d3d,-d3d_texture debug channels to suppress the millions of
fixmes. I started the game (a long loading stage is coming) then I skipped the
intro videos. When the menu appeared I went to Options and tried to change the
brightness level (it had no effect).
