Verify that you have at least DotNET 3.5 properly installed.

For the installation to completely successfully, at least DotNET 2.0 is needed.
Without it the installation will appear to run successfully, but it will in
fact not be complete. After the installation you need at least DotNET 3.5 to be
able to successfully run Microstation without problems (with the appropriate
DLL overrides).

This is tested with SELECTseries 2, I suppose with SELECTseries 3 it is
similar.
