For what it's worth, I don't think that's the issue so much as people
misinterpreting the meaning of the field. I.e. interpreting it as meaning "How
does this bug affect my ability to use the application?" instead of "How does
this bug affect Wine?". (Which arguably wouldn't even be an unreasonble way to
use the field.)
