I would like to see this implemented to replace categories.  I often have apps
that belong to more than one category.  Tags allow for multiple associations
that a category tree does not.

However, while I agree that declaring dependencies is useful (bug #42089), I
don't think that tags are appropriate for that.  There are too many
combinations of app versions, dependency versions, and architectures which
would greatly complicate tag management.

For most reporters it would be overwhelming to determine Wine component
dependencies.  Automation would be required (although that raises some ideas
for statistical analysis of library and function call popularity).
