We have plenty of Ubuntu 18.04 users and you are the only one who has
encountered this problem, so it's extremely unlikely to be a packaging bug.

Nevertheless, since the package build environment has changed, please retest
with a clean install of one of the packages that were built on the OBS. (At
present that will have to be a 4.0-rc development or staging package; the 3.0.x
packages on dl.winehq.org are all from the old build system).

And if you've managed to solve your problem since your last post, please let us
know so we can close this bug.
