Not sure if this is related or not, but since upgrading from WINE 4.11 to 4.12
on Ubuntu 18.04 amd64 winecfg also fails to connect to mountmgr when run on a
64 bit wineprefix.
With a 32 bit wineprefix it still works fine.

Here's the startup of winecfg on a new prefix:
$ WINEPREFIX=~/dummy winecfg
