Hello folks,

the apps don't complain anymore ("Speech engine not installed") but they are
obviously not functional.

Meta-bugs shall be avoided (implementing whole component), hence resolving with
commit
https://source.winehq.org/git/wine.git/commitdiff/58b20d1db7888a8039f3b97b5715c26ede4d6387
("sapi: Implement ISpVoice stub."), part of Wine 5.0-rc1 release.
