I also got "wine: could not load kernel32.dll, status c0000135" tonight in a
new prefix on wine-6.7 (Staging) however it seems the issue went away when I
recreated the directory and it seemed to populate it correctly the second time,
solved it for me on Archlinux with kernel 5.11.16.

My existing default prefix continued to work but this one wouldn't until I
re-created the directory.

Not entirely sure what caused this and why re-creating was enough.
