Why would you hit that URL anyway? There is nothing at that specific URL.

The reason is we use Fail2Ban with some strict rules. If you hit a (403) access
denied page you will be banned for 24 hours. Sorry for that, but the bots have
been a big problem for us, and we've put in some pretty drastic protections
against them.

What we could do to work around this is if you hit that specific URL you will
get a (301) redirect (instead of a 403) to a more appropriate landing page.
Such as the Wiki page explaining our available mailing lists.
