I was browsing https://www.winehq.org/pipermail/wine-announce/ and I thought
that if I go up one level (https://www.winehq.org/pipermail/), it would the
return a list of mailing lists or something like that.

Yes, I think it's better to present user with a list of mailing lists instead
of straight out banning the IP address just for accessing that URL.

By the way, can you please also redirect the URL without the trailing slash
(https://www.winehq.org/pipermail) so the behaviour is consistent? The URL
currently returns 404 if it doesn't have the trailing slash, but returns 403 it
if has the trailing slash.
