I can't reproduce this with Wine 6.17. Try following steps:

winetricks -q arial d3dcompiler_47 dotnet472
winetricks vstools2019

Run sha256sum ~/.cache/winetricks/vstools2019/vstools2019.zip and update the
hash in load_vstools2019() in winetricks.

Run winetricks vstools2019 again.
