[Bug 51762] Installing visual studio 2019 by manually extracting vs_installer.opc crashes wine

I am stuck with the first winetrick step:

$ rm -rf ~/.wine
$ wineboot
$ winetricks -q arial d3dcompiler_47 dotnet472
I see repeating errors like this:
