In the case of wineconf in particular, there is a separate mailing
list where most of that discussion occurs:

It's mentioned on the WineConf2018 wiki page (but not the mailing
lists page, apparently).
To your more general point, it's more convenient for wine devs to have
one list, but I can see why it'd be annoying for observers and users.
As a workaround, your mail client may be able to filter out mails with
a Subject that start with "[PATCH".
