Hello,

the following (quite old) article about pens in win32 implies
that even pens created without PS_GEOMETRIC style but with width
more than 1 unit are scalable:

http://msdn.microsoft.com/archive/en-us/dnargdi/html/msdn_w32pens.asp?frame=true

This patch fixes the following WineHQ bug:

http://bugs.winehq.org/show_bug.cgi?id=4501

Changelog:
Pens created without PS_GEOMETRIC style but with width > 1 unit
    are scalable.
