riched20: only send EN_CHANGE when it is supposed to be sent

Fixes bug 6636.

Make EN_CHANGE message more conformal (see remarks).

ChangeLog
    Only send EN_CHANGE message when ENM_CHANGE is specified in 
EM_SETEVENTMASK.
