wtsapi32: add stub for WTSRegisterSessionNotification

This stub, and next one, make Enemy Territory Quake wars (ftp://ftp.quicknet.nl/pub/Windows/public.gamershell.com/experts/demo/ETQuakeWarsDemoSetup.zip)
happy.

With this patch the game now starts without having to use native wtsapi32.dll. The game crashed in this unimplemented function on start, and on exit of the game it hits another one (for which i'll send another patch)
