winmm: Reset MIDIHDR flags prior to return from midiStreamOut.

Hi,

This patch depends upon yesterday's
[PATCH 2/2] winmm: Perform stricter MIDI-related error checking.
because it touches the same line of code.
Had I known this earler I might have merged the 2 patches.

MacOS benefits from the present patch, perhaps because
it's the only dual-core machine I could test on.

This might be the last but one patch before I can submit my MIDI testsuite.
Two patches in my queue about midiOutGetVolume with ALSA/OSS could
perhaps follow the tests instead of preceeding them,
I'll test that on Linux and MacOS and see if it complains.
