mmdevapi: IsFormatSupported fills closest match iff it returns S_FALSE.

Hi,

With this patch, mmdevapi implements what MSDN documents and that I verified.

This will need another sweep in some future after somebody tests what happens
in EXCLUSIVE mode about which MSDN says the pointer is set to null.
I only tested SHARED mode with standard formats.

Also, I hope we'll soon see a discussion in wine-devel about how to
marry winmm's requirements (support plenty of formats) with mmdevapi's
observable behaviour (only 48000 stereo is supported). I've prepared some writing,
but it's not finished yet.
