[PATCH 1/2] kernel32: Report FILE_PERSISTENT_ACLS flag for NTFS volumes (resend).

This patch partially fixes Bug #29957 (Silverlight 4 does not
install).  The PlayReady DRM component requires the
FILE_PERSISTENT_ACLS flag to be set or it will not install the
necessary folder it uses for its data.
